Delhi High Court directed CARA to strengthen adoption safeguards after an abandoned infant was erroneously referred to an ineligible Singapore-based couple. Justice Swarana Kanta Sharma ruled emotional attachment doesn't create adoption rights if referral violates Adoption Regulations, 2022. CARA was told to verify eligibility before referrals and place Baby K in adoption per law.
