Spain's Canary Island of El Hierro has declared a social emergency amid a surge in migrant arrivals, as a boat carrying 215 people reached its shores on Sunday. Meanwhile, at least 21 people died and one survivor was rescued after a migrant boat sank off Senegal, along the West African coast from which many migrants attempt to reach the Canary Islands.
