Congress leader Rahul Gandhi on Wednesday launched a sharp attack on Punjab Chief Minister Bhagwant Mann and the ruling Aam Aadmi Party (AAP), accusing the state government of failing to tackle the drug menace. Addressing the Congress' 'Insaaf Rally' in Sangrur, Gandhi alleged that Mann used to smell of alcohol by 11 am when they were together in Parliament.
