Southeast Asian defence chiefs and their dialogue partners have wrapped up talks in Cebu, amid tensions between the Philippines and China. Beijing accused Manila of imposing multiple obstacles to China's participation in the ADMM-Plus talks. China had sent its embassy's defence attaché to the meeting - a departure from previous years, when Defence Minister Dong Jun attended.
