Congress has alleged that the government may invoke pollution-related GRAP restrictions to prevent buses carrying rally participants from entering Delhi ahead of the INDIA bloc's November 1 rally at Ramlila Maidan. Congress leader Sandeep Dikshit claimed the move could stop large numbers of people from outside the Capital from attending the gathering.
